Legal reform and institutional capacity building have been priorities for the Government of Mongolia since 2005, when a specific Government Agency for Fair Competition and Consumer Protection was established. However, the Government Agency for Fair Competition and Consumer Protection still has institutional weaknesses and has not always been able to effectively implement changes of the legal framework.
IDLO, in partnership with EBRD, is implementing a project that aims to foster free market competition by legislative drafting support, advocacy and tailored assistance to the Government Agency for Fair Competition and Consumer Protection. The project will work to assist the Agency by advising on legislative amendments to the Advertisement Law and on policy options. To enforce the competition legislation, an advocacy strategy will be prepared to set a plan for disseminating information on the Agency’s mandate and competency. IDLO will promote a series of workshops and training sessions to ensure an effective working relationship between inspectors and officers of regulatory agencies as well as between the inspectors and the judiciary.
