Statement by the International Development Law Organization
Interactive Dialogue with the Special Rapporteur on the Right to Health

Mr. President,
The International Development Law Organization thanks the Special Rapporteur for her report and for highlighting the role of laws and policies in shaping health outcomes.
The realization of the right to health requires an enabling legal and institutional environment that is inclusive, transparent and accountable. Where legal barriers persist, the enjoyment of the right to health is undermined, and inequalities deepen.
Drawing on our work across regions, IDLO highlights three key points:
First, laws and policies are critical for health outcomes. Inclusive legal frameworks that address discrimination and strengthen accountability are essential to overcoming stigma and discrimination, and ensuring equitable access to health services.
Second, strengthening institutions is key to accountability and trust. Effective justice systems and regulatory bodies help ensure that health systems are transparent, responsive, and grounded in human rights, particularly in times of crisis.
Third, people‑centred approaches are vital. Legal empowerment and meaningful participation enable individuals and communities, especially those most marginalized, to access services and to actively shape the laws and policies that affect their health.
Advancing these efforts requires investment in people‑centred justice and embedding the rule of law within health systems.
