Statement by Mark Cassayre, Permanent Observer of the International Development Law Organization to the United Nations and Other International Organizations in Geneva, Switzerland

Thank you, Chairperson.
I am pleased to take the floor on behalf of the International Development Law Organization (IDLO).
At the outset, I wish to express our sincere appreciation to the High Commissioner for his leadership, vision, and tireless commitment, particularly in these challenging times when the scale and complexity of displacement demand our collective resolve.

As the High Commissioner reminded us, the world faces a deficit of trust in institutions. If we are to succeed in meeting the challenges of our time, we must restore that confidence.
One of the most effective ways to do so is by investing in the rule of law and ensuring access to justice.
In the humanitarian space, these tools can effectively address the causes of displacement, support durable solutions for refugees and displaced persons and reduce the pressures that fuel irregular migration.
Clear legal frameworks, effective institutions, and non-discriminatory practices create conditions where people can live in dignity and security, contribute to their economies and resolve disputes locally. These conditions foster stability, attract investment, and reduce the likelihood of conflict and displacement.
The same applies to voluntary repatriation and reintegration. Return can only be sustainable if people can count on safety, equal treatment under the law, and effective remedies when their rights are violated.
The absence of discriminatory laws, access to justice mechanisms, and inclusive governance are therefore concrete preconditions for peace, development, and long-term reintegration.
For over 40 years, IDLO has supported States to build these foundations. We work with both formal and informal justice systems to promote legal reform, increase access to justice, enhance legal awareness and support inclusion.
We are also pleased to recall that IDLO has successfully implemented all pledges made at the 2019 Global Refugee Forum. Building on that record, we made a new round of pledges in 2023, which are already under implementation.
These include enhancing access to justice for refugees and displaced persons, supporting legal reforms to eliminate discrimination, and advancing inclusive responses to climate-related displacement. We are also proud to have joined the Global Alliance to End Statelessness.
Finally, we wish to underscore the growing importance of partnership. It is evident that no single organization can effectively meet today’s challenges on its own. Stronger collaboration between UNHCR, states, intergovernmental organizations, and civil society will be essential to ensure efficiency, maximize impact, and uphold trust.
IDLO remains committed to working closely with UNHCR, Member States, and partners.
