The Global Regulatory and Fiscal Capacity Building Programme (GLOBAL RECAP) is implemented since 2019 by the International Development Law Organization (IDLO) (www.idlo.int) and World Health Organization (WHO) (www.who.int), in collaboration with the International Development Research Center (IDRC) (www.idrc.ca) and with the financial support of the Swiss Agency for Development Cooperation (SDC) (https://www.eda.admin.ch/sdc), and the European Commission (EC) (https://commission.europa.eu).
GLOBAL RECAP aims to create enabling environments for evidence-informed, coherent, and equitable regulatory and fiscal measures and to strengthen relevant national regulatory and policy frameworks to promote healthy diets and physical activity and the longer-term vision of reducing overweight/obesity and non-communicable diseases (NCDs). It further contributes to the EC-funded Healthier Food Environments (HFE) Initiative, which seeks to strengthen the knowledge and global capacity of public institutions (duty bearers) and decision-makers and provide evidence-based and coordinated guidance on creating healthier food environments for all.
Global RECAP intended Outcomes are:
- Strengthened capacity of government officials, regulators, policymakers, and civil society to understand, develop and implement (as appropriate) regulatory and fiscal measures that promote healthy diets and physical activity.
- Strengthened national and international collaboration among policy makers, regulatory bodies, lawyers, public health and nutrition experts, civil society actors and communities to support regulatory and fiscal environments that promote healthy diets and physical activity.
- Increased generation and use of relevant evidence and research from different disciplines to develop and implement effective regulatory and fiscal measures to promote healthy diets and physical activity.
The International Development Law Organization (IDLO), as part of the HFE Initiative and Global RECAP, will provide financing to sub-projects that promote multistakeholder advocacy including through multi-stakeholder and multi-sectoral collaboration, social mobilization, awareness-raising, sensitization and community education to support evidence-based policy, regulatory and fiscal measures to promote healthy diets and physical activity for NCD prevention at national level in one or more of the following RECAP policy areas:
- Restriction on marketing of food and non-alcoholic beverages to children.
- Fiscal policies to promote healthy diets, in particular effective sugar-sweetened beverage (SSB) taxation.
- Nutrition labelling, including Front of Pack Labelling.
- Reformulation of food products to reduce levels of fats, sodium, or sugars.
- Physical activity promotion through regulatory and fiscal measures.
Additional related policy areas to promote healthy diets or physical activity may also be considered, depending on government priorities and opportunities to build on and leverage existing work.
IDLO will collaborate with the selected organization to align the proposed sub-project with and contribute to the coordinated implementation of the RECAP workplan that will be generated at the country level, ensuring consistency with the policy priorities identified by the Government during the Programme’s inception phase. In addition,IDLO will collaborate with the selected organization to ensure synergies between the sub-project and relevant country-level initiatives, including those supported by other donors (e.g., EU Delegation to Nepal) to facilitate the contribution of civil society in the nutrition sector. Specifically, the sub-project will complement these efforts by:
- Strengthening the legal capacity of civil society organizations (CSOs) to support and advocate for the effective implementation of legal and regulatory reforms that promote healthy diets and physical activity;
- Promoting multi-sectoral dialogues and coordinated advocacy with / among local and central government officials, policymakers, lawyers, academics, public health professionals, civil society representatives and communities among others, and
- Developing awareness-raising communication campaigns, with a particular focus on the five (5) policy areas outlined above, covered by the Programme.
