IDLO believes that access to timely, comparable and comprehensive data leads to better decision-making, which in turn leads to greater effectiveness. This is why developing an improved framework for transparency and accountability has become a strategic priority for IDLO.
As part of this effort, IDLO seeks to establish greater trust between its donors and the communities and individuals with whom it works. IDLO recognizes it has a responsibility to demonstrate to the public that its operations are not only consistent with its values, but that its resources are used in an efficient, accountable and transparent manner.
Honest reporting of resources and achievements positively impacts the effectiveness of IDLO’s work. More broadly, transparency is a key factor in development and a thriving democracy.

Management Plan
The 2025–2026 Management Plan (MP 2025–2026) will implement the first two years of IDLO’s four-year Strategic Plan for the period 2025–2028. MP 2025–2026 provides a blueprint for well-planned growth and institutional development. The Plan outlines the thematic and geographic areas of work, including opportunities for innovation and scaling up of programs, policy advocacy, research, and learning. It also sets out objectives for continued institutional improvements to consolidate progress, strengthen IDLO’s financial foundation, and reinforce its reputation as a leader in its sector..

Budget
IDLO’s budget for 2021, the first year of the 2021-2024 Strategic Plan seeks to allocate funds for the implementation of the goals, objectives and activities identified in the 2021-2022 Management Plan.
Funding
IDLO receives voluntary contributions both for its specific projects and for its general operations. Support is provided by a variety of donors, including states and multilateral organizations, private foundations, corporations and individuals. Unlike most intergovernmental organizations, IDLO does not obligate its Member Parties to make annual contributions. While this facilitates membership by the poorest countries, it does mean the Organization must work hard to raise funding for basic institutional development and management functions unrelated to assistance programs. This funding comes in the form of unrestricted grants.
